Construction begins! There will be short duration single-lane closures along Glendale Avenue, Mondays to Fridays 7:00 am to 5:00 pm. Future notifications will be provided in advance of changes to existing traffic configurations along Glendale Avenue, the QEW and the on/off ramps.

The Design and Construction Report review period has ended, we appreciate all comments received. We are working to respond to all of those that have contacted us. With the Detail Design phase of the project coming to an end, and permits received, we expect construction to begin some time in mid- to late-March. January 28, 2021

A Design and Construction Report (DCR) has been prepared to provide background information about the project, present the proposed design, describe construction staging, associated impacts and proposed mitigation, and provide an overview of the public consultation that has occurred to date. The 30-day public review will start on January 28th, 2021 and end on February 26th, 2021. The DCR can be downloaded from the Documents page. Upon completion of the DCR review period, the project will be considered to have met the requirements of the Class EA and will proceed to construction.

Brennan Paving and Construction and their design consultant Morrison Hershfield have been selected by the Ministry of Transportation (MTO) to undertake the Detail Design Study and reconstruction of the Queen Elizabeth Way (QEW) and Glendale Avenue (see Key Plan, below).

The project includes the reconstruction of the QEW/Glendale Avenue Interchange to a Diverging Diamond Interchange (DDI). Additionally, the Glendale Avenue/York Road intersection will be reconstructed to a single-lane roundabout, and a new Airport Road ramp and connection road from Glendale Avenue to York Road/Airport Road intersection will be constructed on behalf of Niagara Region.

The Diverging Diamond Interchange will allow for performance improvement by reducing vehicle conflict points along with allowing unrestricted turning movements. It accomplishes this by reconfiguring the traffic lanes to allow for direct access to all four directional highway ramps.

The proposed roundabout will provide improvements to the intersection performance by allowing free flow of all high-volume movements which in turn will reduce the current and forecast length of queues related to the westbound and southbound traffic flow.

The new Airport Road connection from Glendale Avenue allows for a direct route for traffic to the historic Old Town Niagara-on-the-Lake tourist area by removing the need to navigate left and right turns through two intersections within proximity to one another, and by diverting some traffic from the Glendale Avenue/York Road intersection.

The recommended plan for the improvements was determined during a Preliminary Design and Environmental Assessment Study Report completed and documented in a Transportation Environmental Study Report in August 2018.

Benefits & Improvements:

  • Bridge Replacement and Diverging Diamond Interchange
    • Bridge carrying Glendale Avenue over QEW has reached end of service life and requires replacement.
    • Diverging Diamond configuration will improve interchange performance.
    • Active transportation (pedestrians and cyclists) provided through the interchange.
    • Existing bridge will remain in service as new bridge is being constructed beside it.
    • A commuter parking lot will be provided within the interchange for drivers travelling from Niagara-on-the-Lake to the Greater Toronto Area, or Niagara frontier area.
  • Niagara Region Roundabout at the Glendale Avenue/York Road Intersection
    • Replacing the existing signalized intersection at Glendale Avenue and York Road with a single-lane roundabout with channelization in the southwest and southeast quadrants to service high volume turning movements.
    • Retaining access in all directions to the abutting commercial properties such as the hotels to the north.
    • Protecting for a potential two-lane roundabout in the event that York Road is widened in the future.
  • Niagara Region New Airport Road Connection from Glendale Avenue
    • A bridge under Glendale Avenue just north of the interchange bridge structure.
    • A loop ramp from Glendale Avenue northbound connecting to the east end of the tunnel.
    • A connecting road from the west end of the bridge to the Airport Road/York Road intersection, which adds a westbound lane to the commuter parking lot egress road

Timing

  • Construction to begin in spring 2021.
  • Diverging Diamond Interchange to be completed in Fall 2022.
  • Project completion Summer 2023.
